Thanks to @Abrosimov-a-a, TechDraw now includes page templates conforming to the Russian GOST standard.

If I make a drawing with template "RU_GOSS/Leading/Landscape_A3.svg", I can not update the editable texts. The value shows on the template, but not in the update dialog. If I type a new value in the update dialog the template is not updated. Non-GOSS templates still work.

Now I have a three questions:
1. This error only appears with Leading/Landscape_A3.svg?
2. How it's look into Inkscape?
3. What is your configuration? (OS type, system encoding, FreeCAD version, Arial font is available)
I have tested this templates on:
Debian Linux Testing/Windows 10 with Russian support, UTF-8 in Linux/cp1251 (RU cyrillic) in Win.
FreeCAD 0.18
At this time It's look like the problem with our system encodings.
And not "GOSS", its "GOST" ГОсударственный СТандарт / GOvernment STandard.
Now I have a three questions:

@Abrosimov - I guess the issue @WandererFan mentions is present only in the "SVG export refactoring" branch. Everything is OK with the RU templates You have added, no need to worry Thanks for Your contribution!
@WandererFan - I have fixed the problem on the branch, my bad, I have thought Qt converts QString to std::string using UTF 8 by default, but it uses Latin1, so we've got many questions marks instead of cyrillic. Now should be working.
