TechDraw Balloons

Hello,

TechDraw balloon functionality is now merged. Please test and report problems.

Note:

- when you click on balloon icon, nothing happens. Your balloon is ready to be placed. So you have to click on a point in the view to place it.
- you can drag the balloon text by simply drag it with left click. If you want to drag your balloon + its arrow, use CTRL + click.
- if you want to change ballon properties, remember you have to force a refresh of the view.

@fjullien do you mind including the commit related to this in Master? You can use the commit bbcode tag that is the commit hash, which will autoreference the github commit. Thanks, and thanks for this enhancement!

Very Nice 8-) Congratz for the PR! Looks like I need to extend my custom format macro to work for the balloons too ;)

And to add some more feature requests: Can we have a reversed arrow as well? I mean this one:

To make the other view perfect, you would need to have dividers. One idea could be to map certain chars to render as a divider... Not sure how practical that is though
