if i rightly remember the advanced fillet (variable radius) was expetecd in PD 0.19 roadmap, then it has been postponed without succes in 0.20 rodmap.

if you mean the mantis tracker roadmap, I don't think that was ever a serious roadmap, it's always been "it's done when it's done"
If I'm not mistaken Realthunder has implemented this in his branch, but has not made a PR for master branch yet

It was/is very common in castings and injection molds.
For 3D printing it is probably more aesthetics.
For casting, when the pattern is made, the fillets would be created with a tool or a finger and clay (think caulking) and could easily be tapered like this.
