the new addon Help and its GUI translation

As I was translating this page Std_OnlineHelp, I have found that we need to download the addon Help. For my curiosity, what is the reason behind to have an Addon for the Help? Why is it not fully integrated into FreeCAD?
Can we put the translation of the GUI of this addon on Crowdin addons https://crowdin.com/project/freecad-addons? I am only speaking about the translation of the tab which appears in the Preferences/General.
