Sketch/Part Attachment

Just curious about how the Attachment type filter works and if it can be modified or suppressed in any way by the user.

I was tinkering with NormalToEdge.

Noted the following behavior:

when I select an edge as the first reference
the sketch (or object) moves to the midpoint of the selected edge as expected
then click the "Reference 2" button
then select a vertex on the edge
it filters to "Plane by 3 points" and produces a failure notice in red letters
Hitting OK is the same as Cancel at this point
But, if you select Normal to Edge the sketch(or object) moves as expected

Is there a selection sequence that would favor Normal to edge (edge, vertex) rather than "Plane by 3 points"?
