Why can't the constraints in the Sketch module operate on splines, and isn't this feature developed yet?

Because nobody volunteered to do it and nobody offered to pay somebody else to do it.

FreeCAD does not control individual transactions. There are some Patreon users and sometimes "bounties" are offered. As long as any resulting license is completely consistent with the FreeCAD license there is no problem. Any new code or modified code still needs to meet all the appropriate standards, and it needs to be approved by someone with the appropriate commit authorization.

Nothing special here; that's the way open-source software works.

There is a Bountysource account; donate money to the FreeCAD project as a whole, or offer a "bounty" to address a specific issue or bug.

It seems that this approach is not recommended and it’s more like a regular donation but less general. Offering payment for commits in the Job Offers section might be a better way.
