This occurs in the RT link branch version for me.
TechDraw Bug?: The dimensions are not attached or coupled to the view after reloading. When you move the graphic, the dimensions do not follow.
To test, New Session: Create a cylinder 1" diameter, pad to anything
-- Create techdraw TOP view, dimension the circle diameter = 1"
-- Drag the view near the bottom left of the sheet, the dimension follows ( works correctly )
-- Save & Close
-- Reload same file
-- Drag view, dimensions do not follow (it also have a crazy zoom initially)
-- Set view property X,Y to 0,0 and the dimension is aligned with the graphic when it is at 0,0 - the dimensions are stuck at 0,0
-- So, the dimension lines are not using the X,Y properties as they should be
Topo and Master with the same file are able to properly move views created in RT, even when RT does not.
My installation is on Ubuntu 22.04 and snap but one other user on Windows has the same issue.
Is anyone else having this issue ?

Thanks for posting that. It is now reported by just 3 people. Must be a bug that affects only a few.
If you select the view that those dimensions are for, and in the Data Property - Base, set X and Y to zero, then the dimensions will match the view.
The set of dimensions are stuck at (0,0). I installed the appimage release 20220704, techdraw works in that release.
