i downloaded FC 29923-2022-08-03 win-conda but when unzipped the exe doesn't run... i don't get any error but the application looks like pending in the process.
the previuos version 29485-2022-07-28 runs perfectly

yes it was also a shock for me. It did require the api-ms-win-core-path-l1-1-0.dll in my case. I have downloaded the dll copied it into the FreeCAD's bin folder and it failed. (https://forum.freecadweb.org/viewtopic. ... 26#p615026)
You may solve the problem with a modified 64bit api-ms-win-core-path-l1-1-0.dll. Here is the download link: https://github.com/nalexandru/api-ms-wi ... K/releases
Just place the 64bit "api-ms-win-core-path-l1-1-0.dll" in FreeCAD's bin folder, and you should be good, hopefully. Please try it out maybe this is the issue.

You may won't to place, copy the DLL's in your windows system. Blender 2.93 would also benefit from it .

To make FreeCAD py310 work with Windows 7 you have to copy the files as followed:
64 bit api-ms-win-core-path-l1-1-0.dll to C:\Windows\System32
32 bit api-ms-win-core-path-l1-1-0.dll to C:\Windows\SysWOW64
or
64 bit api-ms-win-core-path-l1-1-0.dll to ...\FreeCAD\bin
