New libpacks for Windows with Qt5.15, OCC7.5

The Include and DLLs sub-directorys of bin are missing, I copied them from the 12.1.2 Libpack.
I can not make CMake use them. CMake stubbornly uses the Python version installed with my VS2019, no matter how I set the paths in the CMake gui.

The 12.1.5 Libpack is missing the Libpack/bin/DLL and the Libpack/bin/include directories, and the Libpack/bin/Lib directory has incomplete contents.
I copy/pasted the three directories from the 12.1.4 Libpack and was able to successfuly compile master with Cloud WB.
