In the URL that I gave - http://docs.cntd.ru/document/1200144941#P0075006E, "#P0075006E" is the "fragment identifier" part of the URL. (https://en.wikipedia.org/wiki/Fragment_identifier)
In my Firefox, for example, on the site docs.cntd.ru the page initially opens on fragment identifier, but after 1 second it scrolls to top.
In Chrome it's ok.
Perhaps it's docs.cntd.ru JavaScript bug..
