Manual modification of user.cfg file is invalid
As the question above, after I manually modify the value in 'DockWindows' in the user.cfg file, reopening' FreeCAD 'has no effect. However, manually modifying the value in 'Toolbars' and reopening it will take effect. I want to manually modify 'DockWindows' to take effect. How do I need to change it?

Please attach your full FreeCAD info as described in the IMPORTANT forum rules linked above. If you are on Windows, there are some entries stored in the registry.

To add something to @chrisb answers if you are on Linux, you could have some different places where user.cfg is stored, depending on your installation method, and some of them are not used by recent FreeCAD versions, so maybe if you have installed different version of FreeCAD in the past, you are modifying the wrong file.
