How to offset a sketch from the plane, or place on a face of geometry?

Position is disabled when a sketch has been Attached to a Part Design Body Origin. Thus you use the Attachment properties to change its location relative to the Body Origin. (I.e. attachment offset)

Note: the capitalized words in the previous sentence are important. They refer to objects (as in object oriented programming software objects) that have Properties...typically seen in the Properties view.
