For my immediate need I changed two fillets to chamfers in my main body sketch. It works ok in this case. The back of the piece is pretty unimportant. But, it really is not what I want to do. I want to fillet three sides of the top of the piece and still fillet the back corners.
This is a real world case. On the back edge I cannot fillet because there are things attached there that come all the way to the top of the piece (attachment plugs).

The fillet tool will always propagate along a chain.
If yoy don't want this :
* you can play with the fillets order.
* you could fillet inside sketches.
* you could add a smallish cut in the chain (picture : big for the understanding).
