After multiple attempts and numerous tutorials, I still cannot make a solid mesh from STL file. I am attempting to 3D print the model, and I was able to get the hood into a solid mesh and convert to a part, but the hull is giving me issues. I also attempted to smooth out the file slightly to simplify the mesh as well but no luck. Any help would be greatly appreciated.

The mesh contains strange visual anomalies and technical faults. You can check for faults with the Mesh_Evaluation command. The command can also be used to repair meshes, but in the case of the hull the repaired mesh has many holes and cannot be used to create a solid from. Maybe a program like Blender can be of use here?
