I am pretty sure the offsets are working correctly. You may not realize the complexity due to various coordinate systems.

Objects like datum planes and sketches have their own local coordinate system (LCS). This is different from the global coordinate system in some cases, and it can be confusing.

In particular these planar objects are always located in their local x-y plane. The z-axis is always perpendicular to the object. If the datum plane or sketch does not lie in the global x-y plane it can look like x, y, and z get mixed up.

You did not show an example, so I made a simple example for myself with a datum plane tipped up parallel to the global x-z plane. If I move the datum plane back and forth along its normal it is moving in the y-direction globally (shown in "Base" section of the property panel), but in the z-direction locally (shown in "Attachment" section of the property panel). Both are shown in the in the lower portion of the Combo panel. If the datum plane is already attached to something I can only move the Attachment coordinates and not the Base coordinates. The Base coordinates follow along; I just cannot change them directly.

If you are not familiar with this sort of multiple coordinate system behavior it may take some practice. However, it is working consistently and correctly.

Gene on occasion I'll check your supposition.

By now: for the square crossectioned detail (Body001, Pad,Sketch003) connecting two sides could not use "Extrude up to face" in the file attached.
And also when importing this file with A2Plus into another file - only original side showed up. The mirrored part does not show to be imported.

Today while using Sketcher - for a while vertical and horizontal constraints and dimensions - cross-shifted thy're functions. But on the next opening of another sketch it disappeared. Te difference was in planes:
Within XY plane all goes as expected.
Bu within XZ and YZ planes - something goes buggy in UI: functions still work but they jump under other icons this time - in Sketcher.

I cannot see any connection to origin coordinates anywhere. Everything is floating.

Else(request?): would be great to have globally the dimension tool with
- visual properties of dimension from Draft
- logics of measurement from Part.
- with plane selection - setting it in certain plane.

A Good measurement Tool is not Std at the moment, there is the caliper addon, and a new tool in assembly4.
You can customize your toolbars easily though..... Customize_Toolbars I have made the part measure tool global so it can be accessed from all workbenches.

You're right about making caliper global, but I can not manage it to move dimensions to an easy viewable place, neither to save in the file for future using.

Another bug? : Sketcher (probably in soolver)
When trying to set point incidence for groups of lines - get constraints conflict.

step to reproduce: select enpoint and start point of appropriate line groups, press [C]

Can you please post your FreeCAD info in the form anyone else uses? It is easier for us forum regulars to see at a glance what may be interesting. And it is easier for you. And your version doesn't even save the few bytes bandwidth, because you have additional spaces and slashes. So please do us the favor ...

What exactly should we do? I guess a line group is a set of lines which are already connected, but what does "appropriate" mean?

I have done the following:
- selected the rightmost point of the upper line group (in the sense mentioned above)
- selected the leftmost point of the middle linegroup
- selected the leftmost point of the lower linegroup
- pressed C to create a coincidence and it worked flawlessly.

Perhaps you can simplify your sketch to a minimum showing the issue.
