This is what you're after?
To figure out how it was done, make each step visible in turn (using the space bar) starting from the top, Sketch first then feature (Pad, pocket, whatever).

ok i think i'm doing ok.. i have 1 issue that when i change the hight of the inside pads to say 5mm the guide pins on top of them change to 5mm long as well?? what have i done wrong?
the next ting i need to ask is now .. how do i add the back sketch so i can cut the ports out of the back?

You are attaching sketches to faces, naughty person
You should attach sketches to standard planes, datum planes or other sketches.
They can then be offset to the correct location using attachment offset parameters in the property view.
If you use expressions they will follow any changes made to the model.
When you make your sketches you will find it beneficial to centre them on the origin, you should also make better use of geometric constraints, use horizontal and vertical to constrain elements that are linear, it will save a lot of work, trust me!
You can copy/paste the sketch into the document and then drag and drop into the body.
I've corrected some stuff in your file, look at Sketch cons_pads, see how I used hor/vert constraints to remove some distance constriants, I've also repositioned your sketches to std planes and offset them with expressions. Using proper names for features can make using expressions easier to read.

also another quick question.. i have some 3d's i have made of the size of the boards with parts to test the size and holes etc.. how can i colour/use these and have them stand out other than wire mode?

oh sorry i mean i have some sketches i have made to the size of the pcb's and want to use them to make sure everything aligns up ok

To change colour Select body > RMB > Appearance
