Snap not working on inner rectangle in draft

I am a “NOOB” currently trying to learn FreeCAD by following the tutorial examples in the following manual:

A Manual
By Yorik Van Havre
And The FreeCAD Community

The manual Looks to have been written based on an earlier version of FreeCAD.

I am using Version 0.19 Build 24267 +148 (Git) on a Windows 10 64Bit system.

I have been using various CAD software for several years, admittedly mostly 2D and this is my first excursion into the 3D world aside from Fusion 360, so if my questions and observations seem to be naïve, they probably are.

Here are some problems I have noticed so far:

Small House tutorial beginning on page 65 using the Draft Workbench.
1. Toggling construction mode – unsure when construction mode is on – background changes to blue, but there is no solid indication whether you are in construction mode. Looked for the explanation in the manual but could not find one. Does the blue color indicate that construction mode is on or off?
2. Drew the inner rectangle using the Offset tool as instructed on page 67, but I am unable to snap to the intersections on the inner rectangle to draw the wall pieces. Tried drawing the inner rectangle using the 2 point rectangle tool, then individual lines, but I am unable to snap to anything inside the outer rectangle. This may be a bug, but I’m not sure.
3. There does not seem to be provisions to draw construction lines.
4. There does not seem to be provisions to move the cursor using the arrow keys.

Please bear in mind that I am currently on page 69 of the manual and the game plan is to complete all of the exercises before attempting a design of my own. I’m reasonably certain that the issues I’ve raised must be fairly common, but I have not been able to find answers so far.

Any help and/or advice would be greatly appreciated.

Thanks to everyone who responded to my question.
From the information posted, I was able to find the problem.
Since I am very unfamiliar with all of the parameters available, I missed the "Selectable" setting on the "View" subtab for the inner rectangle. I suppose it is rather obvious, but I was following the tutorial and there is no mention of this parameter in the text of the tutorial. Obviously, the writer couldn't reasonable be expected to cover every nuance.
I'm still not sure why a copied shape should have a different parameter setting, but I intend to rerun the example in its entirety now that I know what to look for.
