I am not into long tooltips, it is like unwanted ads pop-ups at website. Also tooltip on hover is time limited, so you may not read everything if this is long text. Also the text is small, not good visible. I have long tooltips only for tools that has its own GUI. For other I have "Click to see info." For example if you need to select 2 faces and you select only one face there will be error, so the tutorial info will be displayed. If you know to select two faces there will be no error and no info-screen.
