Some notes:

1. The color data is not stored in the mesh file (its a .unv file)
2. If I right click and select "random color" on the mesh, only one triangle's color is updated.

All in all I am slightly suspicious of giving individual mesh entities different colors, since there can be millions and even billions of them. There may be some algorithmic uses for this, but I don't know of them. If we do want them to have individually defined colors it might also be useful to make a way to group them, which definitely has some uses for parallel computing.

Either way I suspect any color saving will come in "feature" territory rather than bug.

It is not a file yet. Here just trying to save the info into a file. A freecad file I think.

The .FCStd file is a zip folder (just open with your archive software like winzip, or change the filename to .zip). In that you can see the .UNV file. This as far as I can tell comes from https://www.ceas3.uc.edu/sdrluff/, but I am yet to find out which structure it is.
