create tool problems v20

Hello again, another glitch in (my) v20 involving the tool manager/library editor.
The tool shape files don't seem to be there or I'm not in the right place.
I've attached a screenshot of the menu with the empty files and the file I'm using.

Hi all,
I may have found the cause of the empty library files. Because of some problems I was having with v19 path I decided to uninstall v19 and go with a clean install of v20. my 3d surface toolpath issues were solved by this but the tool shape library was empty.
On a whim I decided to reinstall a fresh v19, the toolshapes were there and it seems the populated tool shape library carries over from v19 to v20.
Anyhow... it seems problem solved, I can now define and create new tools in v20...
Thanks if you were thinking about this and happy to provide some comedic relief if you were wondering "WTF"...!?!?
