I think the easiest way would be to do a very minimal workbench and add all the commands of PartDesign. Have a look at https://wiki.freecad.org/Workbench_creation But there might be further mechanisms of PartDesign that might not be available that way...

These "magical dimensions" in Revit are indeed some very special feature. At the moment Draft dimensions are "dumb" somehow, they can only show the dimension being measured. But there could be a way to tie them to something else. That's a whole new project, though!
