I'm not really sure what you are asking.
Part Design has a single solid rule, if you want to combine two objects in made separately in part design, then it sounds like the workflow is faulty.

This is not other CAD, if you prefer that then use it, otherwise learn how to use FC.

In the loft sketches you must make them in the same order inside rectangle then outside rectangle in both sketches.
If you look carefully at the loft you can see it crosses over in the middle.

If a sketch has attachment (as they usually do,) it is attached to a support.
