Just a guess without the file, but I would check the projection direction against the sketch normal I think a quick way to check this in TD itself is to try to dimension a circle or arc. To the best of my knowledge, in order to have a 'paste special', the application/Workbench has to put the 'special' onto the clipboard in the first place.
