It would be easier to do one arch (half-thickness) with the pipe then MultiTransform (Symmetry+LinearPattern).

Your 1st sketch is crowded.

Multitransform for the plank (as each plank is in contact with the next one).
LinearPattern for the post.

I don't really understand your problem.

Do not try to do eveything in the same sketch : keep it simple.
You can copy sketches and suppress external geometry to select new external geometry.
