... so why is it better to create this in the PART WB vs the PART DESIGN WB? I have been reading the linked article but to me all i see is one wb uses boolena, while the other uses cuts, pads, etc. ... its the creation of the fin on the xz plane that is difficult. I cant see the edge of the cylinde...

You can close the sketch and Use Part WB, Validate sketch to find non-coincident vertexes...the choice is be proactive while in the sketch or not.

I choose the proactive way while I'm creating the sketch.

If you sketch your shape with the Polyline tool it adds the coincident as you extend the line.

We have been making this far too complicated. Use the Draft workbench Move tool, make sure snapping is active with snap types midpoint and snap angle selected. Great method and thanks for the info. There is a bit of misconception about the state "fully constrained". It really means all DOF's have a constraint applied and there are no redundant, over constraints, etc. situations. Fully constrained means all DOF (degrees of freedom) have been addressed. So, the vertexes in question are...

There are a few ways to do it. Some already mentioned.

The Manipulator workbench is convenient.

The Edit menu>Alignment works, but is confusing at first.

Yes, I did note that.

It could be that having no reference to the Body Origin had something to do with needing a complete recompute (just a guess...).
