So we need to know the smallest diameter of the filleting/chamfering tool which defines the smallest radius for the cut-out edges/corners.
If the cout-out corners should stay quite sharp, I would do it like this:

There are tools to chamfer the far edge of a through-hole, if you have enough cash.

Did you reset the config? Yes, I renamed user.cfg and FreeCAD created a new one. All arrow heads were visible, with or without grid enabled. How did you find it? A property in the preferences hides the arrow heads.
Preferences - Display - 3D Viev - Transparent objects:
- One pass: Arrow heads all visible
- Bacface pass: Hides arrow heads.
Can you confirm?

C'mon it's a sketch not a drawing...
If you use arcs, dont't forget to lock their end points or the sketch will be under-constrained.
